Beginning November 1, 2009 new watering restrictions take effect. Watering is only allowed before 10 AM or after 4 PM and when dayligh savings time ends watering is only allowed 1 day per week. Even number addresses may water only on Sunday and odd number addresses may water only on Saturday.
